Index into crate::model::ParsedTree::meta_arena — a
crate::model::Tree::meta. Hand-written rather than [define_idx]: it
needs a NONE sentinel (mirrors crate::model::Action::NONE /
crate::model::Handle’s packed-word sentinels), so it does not fit the
plain-newtype macro shape.
